The Cat Without A Tail

A seven page poem written by Kate Carter, illustrated by Louis Wain and published in 1891 for the English Illustrated Magazine. The poem starts with the cats in Pussdom Parliament reading various bills, such as the need for softer window sills, and the extermination of dogs, when in walks a cat without a tail, which causes much debate.
